CIV/065 Earthworks Enabling & Examinations, Wales & Western

Remit

Delivery of 1,874 earthworks enabling work sites (1,085 in Wales, 789 in Western) followed by an extended instruction to deliver 1,555 NR/L3/CIV/065 earthworks examinations (636 Western, 919 Wales), including specialist access, ecological mitigation (dormouse) and all SWP and possession planning. Contract value: £1.644 million.

Delivery

Following successful partial completion of the enabling works, Network Rail varied the contract to extend ARB Access’s remit to include CIV/065 earthworks examinations across Wales & Western. The workbank predominantly comprised previously undelivered, high-complexity sites that had not been completed by a prior contractor, many geographically dispersed across remote rural areas requiring bespoke access and logistics solutions.

All core enabling works and examinations were delivered by directly employed ARB Access personnel - no subcontracting of any kind - ensuring full control over competence, safety, quality and programme. An agile programme management approach allowed rapid re-sequencing around Network Rail’s evolving risk profile, with dedicated planning resource absorbing additional sites and re-optimising access strategies without loss of productivity.

All examinations were delivered in strict accordance with NR/L3/CIV/065 by Geo-I-S and Geo-I-R certified examiners. Digital capture via Asana, OneDrive and JotForms supported contemporaneous QA review, with defect identification and risk escalation embedded in the examination process.

Outcome

1,555 examinations and 1,874 enabling sites delivered within a 5.5-month period, entirely by directly employed personnel, recovering a legacy compliance backlog under close Network Rail scrutiny.
